1/4 cup sugar
2 tsp. baking powder
1 tsp. cayenne pepper
1 tsp. chili powder
1/2 tsp. salt
1 cup milk
1/4 cup vegetable oil
1 large egg
3/4 cup shredded Cheddar cheese
3/4 cup shredded Monterey Jack cheese

Topping:
1 1/2 pounds ground beef
2/3 cup water
2 packages taco seasoning, divided
2 cups sour cream
1 3/4 cups shredded Cheddar cheese
1 3/4 cup shredded Monterey Jack cheese
15 ounce can kernel corn, drained
15 ounce can black beans, drained and rinsed
1 cup prepared salsa

Directions
For Crust:
Preheat oven to 400 degrees. Grease a 15x10 inch baking pan. Combine flour, cornmeal, sugar, baking powder, cayenne, chili powder and salt in a large bowl. Whisk together milk, oil and egg in a medium bowl. Stir into dry ingredients until evenly moistened. Stir in Cheddar and Monterey Jack. Transfer batter to the prepared pan. Bake 10 to 12 minutes until a toothpick comes out clean.

For Filling:
Brown beef in a large skillet. Drain off fat from pan. Stir in water and 1 package taco seasoning. Heat to a boil. Reduce heat and simmer 5 minutes. Stir together sour cream and remaining package of taco seasoning in a small bowl.

Preheat broiler. Spread sour cream mixture over prepared crust. Sprinkle with beef and half the Cheddar and Monterey Jack cheeses. Stir together the corn, beans and salsa in a medium bowl. Spoon over cheese. Sprinkle remaining cheese over bean mixture. Broil 5 to 10 minutes until cheese is melted. Cut into squares.
